Today, I had a police inspection which was aimed at checking if the P.I. registrant was actually following the new laws of private investigation that were enacted on June 1, 2007. Two detectives from the community police affairs section of the local police department came to my office after making an initial telephone appointment through my office secretary. Detectives checked if my Investigation Business Certification was properly posted and if I prepare papers for contract with a client; the procedure manual that investigators have to issue prior to, or along with a contract and oath sheet that clients need to sign for not using investigative results for criminal or discrimination activities. There was no format. You read law and you are the one making the rules. Further questions were asked: "if I ever used non registered investigators, have I ever handled discrimination cases, how many cases handled after the law enacted, passwords were set on PCs, etc.?" All were basic questions and I knew their intention was just for verification if I really exist as in the registration file. The meeting was held for 20 minutes. Detectives never touched the coffee I offered. Only the most senior detective smoked a cigarette. I asked a question, "Now our system is just reporting investigative business to the safety commission through the local police. Will it be stepping up to full permission or licensing? When?" "This new Law just started last year. We didn't know that", the younger investigating detective said. Folks, Japan's investigation business is on the right track. Some of you might be interested in the so-called vested right by establishing your branch firms in Japan before ours becomes a strict P.I. licensing system. Not now - but years later maybe, just as happened to our security company licensing.
